U.S. Virgin Islands cannabis history

Reviewed

Government House said Governor Albert Bryan Jr. signed the Virgin Islands Cannabis Use Act, Act 8680, on January 18, 2023. On March 16, 2023, Government House said use and sale remained prohibited until the rules were completed, and that simple possession had been decriminalized. On May 21, 2024, it said the Governor had signed the rules for a hybrid medicinal and adult-use program. That page does not say a licensed retailer is open.

This is a short history, not legal advice. The rules that apply today are on the U.S. Virgin Islands cannabis laws page. A date is included only when the linked page states it.

At a glance

January 18, 2023The signing announcement says the act allows legal adult use for medicinal, sacramental, and other uses and regulates production, distribution, and use.
March 16, 2023The clarification says possession of up to one ounce carried a $100 fine while the rules were unfinished.
May 21, 2024The later release says the signed rules will govern the rollout of cannabis licenses.

The act and the later statements

  1. The page’s published date is the signing announcement. A later Government House page is the one that says use and sale remained prohibited until the rules process was completed.
  2. The program is described as a hybrid of medicinal cannabis and adult use. No Government House sentence opened for this page says a licensed sale has occurred.
